What Is the FSSC Development Programme?
The FSSC Development Programme (DP) is a structured pathway developed by the FSSC Foundation to support small and medium-sized enterprises (SMEs) in establishing effective Food Safety Management Systems (FSMS). Think of it as a foundational programme that helps your organisation develop the necessary systems, culture, and confidence to eventually achieve full FSSC 22000 certification, at your own pace.
The May 2025 update (Version 2.0) simplified the programme by removing the previous two-level structure. There is now one level of conformity, after which a business can progress directly to full certification.
For many South African SMEs, the FSSC Development Programme offers a manageable entry point into the world of internationally recognised food safety standards.

What Recognition Will You Receive?
Upon successful assessment, your food business will receive a Statement of Conformity (not a certificate). This official document confirms that your Food Safety Management System meets the rigorous requirements of the FSSC Development Programme.
Your company will also be listed on the FSSC Foundation’s public register, a powerful tool for enhancing visibility and proving your commitment to food safety to customers and retailers.
Is the Programme Recognised by South African Retailers?
Many major South African retailers accept the FSSC Development Programme as strong evidence of a supplier’s commitment to food safety. However, we strongly recommend you engage directly with your specific buyers to confirm their acceptance before you begin.
A Note on GFSI Recognition:
While the Development Programme itself is not GFSI-approved, it is aligned with the GFSI Global Markets Programme. This alignment signals to the market that your food business is serious about implementing robust, internationally aligned food safety controls.
